George Farber

George is a Tax Director with more than 30 years of experience, specializing in the areas of trusts and estates, gift planning, and other forms of wealth planning and preservation. His wealth planning and compliance services extends to ultra-high-net worth individuals and their family members, family offices and their related entities including trusts, private foundations, corporations, partnerships and LLC’s. George’s combined background in the accounting, legal and financial service industries helps him to work effectively with the outside advisors that are typically part of our client’s overall wealth management team.

Prior to joining Armanino, George was with Deloitte in San Francisco, where he was a Tax Manager in their Private Client Advisors Group. Prior to this, he was with Wells Fargo Bank in San Francisco, where he served as registered in-house counsel and Tax Research Manager in their Fiduciary Tax Department. George is a member of the American Institute of Certified Public Accountants and California Society of Certified Public Accountants. He graduated with a bachelor’s degree in Political Science and Management Science from Duke University, Juris Doctorate from Loyola University Law School in New Orleans and LLM in Taxation from Golden Gate University Law School in San Francisco.

Senior Government Relations Advisor

Phil served seven distinguished terms in the United States House of Representatives, representing Western Pennsylvania’s 3rd District from 1995 to 2009. While in Congress, Phil developed an interest and rich experience in tax, trade, health care, and energy policy. He currently assists clients in these areas, plus state and municipal government operations, as a Senior Government Relations Advisor at Arent Fox LLP in Washington, DC.

During his time in Congress, Phil served on the Ways and Means Committee and was the first Republican freshman appointed to that committee since George H. W. Bush in 1967. In the 110th Congress, he served as the Ranking Member on the Subcommittee of Select Revenue Measures. Phil was also a long-time member of the Joint Economic Committee, and co-chair of the Congressional Economic Leadership Institute. While serving on the Trade Subcommittee, Phil was a co-chair of the Congressional Service Industries Caucus and a member of the President’s Export Council. He was a Congressional Representative to the World Trade Organization Ministerial Meetings and Advisor to the Organisation for Economic Co-operation and Development Congressional Leadership Group.

Phil currently serves on the board of several leading policy organizations, including: the Tax Foundation, a nonpartisan tax research group; and the Information Technology and Innovation Foundation (ITIF), a leader in technology policy. Phil is also the Honorary Co-Chairman of the Center for Strategic Tax Reform (CSTR) and Chairman of CSTR’s Board of Advisors. In addition, he serves as the Co-Chair of the Institute for Representative Government (IRG). After leaving office, Phil was appointed to the United States National Commission for the United Nations Educational, Scientific, and Cultural Organization, which advises the State Department on educational, scientific, cultural, and communications issues.

Senator Dorgan is a Senior Policy Advisor at Arent Fox LLP. He serves as Co-Chair, along with Congressman Phil English, of the firm’s Government Relations practice. He is recognized as having substantial knowledge in the areas of taxation, energy, transportation and infrastructure, technology, defense, national security, trade, and Indian affairs, and has been the author of major energy legislation as well as transportation and tax policies.

Senator Dorgan served in the U.S. Senate leadership for 16 years as Assistant Democratic Floor Leader and Chairman of the Democratic Policy Committee. He has had a lengthy career in public service at both the state and federal levels, serving as State Tax Commissioner for North Dakota followed by 12 years in the U.S. House of Representatives and 18 years in the U.S. Senate.

Senator Dorgan served for ten years on the U.S. House Ways and Means Committee working on tax and health care issues. In the Senate, he served on the Appropriations Committee, the Energy Committee, and the Commerce Science and Transportation Committee. He was Chairman of the Aviation Subcommittee of the Commerce Committee, Chairman of a number of Appropriations subcommittees, and Chairman of the Indian Affairs Committee.

In addition to the above, Senator Dorgan has been a Commissioner on the U.S./China Economic and Security Review Commission and a Senior Fellow at the Bipartisan Policy Center, a Washington, DC think tank; has served as an Adjunct Visiting Professor at Georgetown University in the McCourt School of Public Policy; and is a member of the Board of Directors of the Former Members of Congress Organization. He is also a New York Times Bestselling Author of five books.
